Conditions may change; confirm the latest official information before taking any action.<\/em><\/p>\n<h2>What is Programa Menos Ru\u00eddo?<\/h2>\n<p>Programa Menos Ru\u00eddo is a public initiative intended to reduce residents\u2019 exposure to noise from Humberto Delgado Airport. It covers specific areas of Lisbon, Loures, Vila Franca de Xira and Almada.<\/p>\n<p>Each municipality regulates its own call for applications, receives and assesses submissions, and manages the grants. This guide refers exclusively to the call run by Vila Franca de Xira Municipal Council.<\/p>\n<h2>What was the application deadline?<\/h2>\n<p>The application period began on 17 July 2026 and had an original closing date of <strong>30 September 2026, or earlier if funding was exhausted<\/strong>. The Municipality announced that funds were exhausted from 22 September. Applications received from that date are conditional on remaining funding. Any further call depends on an official decision and available or additional funds.<\/p>\n<h2>What funding was allocated?<\/h2>\n<p>The stated overall allocation was <strong>\u20ac557,810<\/strong>, funded by the Fundo Ambiental. An eligible application does not automatically guarantee a grant: the decision depends on the applicant and property meeting the requirements, technical suitability, priority and available funds. The Municipality has since reported that the allocation was exhausted.<\/p>\n<h2>How much is the grant?<\/h2>\n<p>The grant covers <strong>75% of approved eligible expenditure<\/strong>, up to a maximum of <strong>\u20ac10,000 per beneficiary and self-contained unit or building<\/strong> where the work is integrated. The final amount depends on the expenditure deemed eligible and the Municipality\u2019s decision.<\/em><\/p>\n<h2>Is the grant paid before or after the work?<\/h2>\n<p>The regulations provide for payment after the work has been completed and verified. The beneficiary must be able to arrange and pay for the work, submit supporting evidence and await municipal validation. Invoices, photographs, a completion declaration, technical data sheets and a final inspection may be required.<\/p>\n<h2>Who is eligible to apply?<\/h2>\n<p>Individuals with a qualifying connection to an eligible permanent home may apply, including owners, co-owners, usufruct holders, holders of rights of use, habitation or surface rights, estate administrators, authorised heirs, tenants, lessees and borrowers under a loan-for-use agreement.<\/p>\n<p>The applicant must demonstrate their legal right to carry out the work. Tenants, lessees or borrowers may need to provide the owner\u2019s authorisation.<\/p>\n<h2>Which properties can qualify?<\/h2>\n<p>The programme is intended for permanent homes within the eligible areas that do not already have high-performance sound insulation equivalent to the improvements to be funded.<\/p>\n<p>Commercial premises, non-residential units, second homes, properties owned by legal entities, homes already fitted with high-performance acoustic solutions, work receiving other public funding, and unauthorised enclosed balconies or other enclosures are excluded.<\/p>\n<h2>Which areas are covered?<\/h2>\n<p>Eligibility depends on the exact location shown on the noise maps and street list. Certain areas in the following parishes are covered:<\/p>\n<ul>\n<li>Alverca do Ribatejo e Sobralinho;<\/li>\n<li>P\u00f3voa de Santa Iria e Forte da Casa;<\/li>\n<li>Vialonga;<\/li>\n<li>Vila Franca de Xira.<\/li>\n<\/ul>\n<p>The home must be in an area with Lden of at least 55 dB(A) or Ln of at least 45 dB(A). Being located in one of these parishes is not enough. The image is illustrative; always check the address on the <a href=\"https:\/\/sigvfx.cm-vfxira.pt\/MuniSIG\/Html5Viewer\/index.html?viewer=ProgramaMenosRuido\" target=\"_blank\" rel=\"noopener\">updated interactive map<\/a>.<\/figcaption><\/figure>\n<h2>What work can be funded?<\/h2>\n<ol>\n<li>Replacing or upgrading windows and frames;<\/li>\n<li>work on roller-shutter boxes;<\/li>\n<li>improving roof and fa\u00e7ade insulation.<\/li>\n<\/ol>\n<p>Supply and installation may be eligible, along with strictly necessary demolition or repairs, acoustic testing or measurements, and non-recoverable VAT.<\/p>\n<h2>What requirements must the windows meet?<\/h2>\n<p>Each window must provide:<\/p>\n<ul>\n<li><strong>Rw of at least 40 dB<\/strong>;<\/li>\n<li>energy rating <strong>A or A+<\/strong>;<\/li>\n<li>a <strong>CLASSE+<\/strong> label for the individual window.<\/li>\n<\/ul>\n<p>A or A+ rated windows with Rw below 40 dB may also be accepted if a test report from a notified body demonstrates that <strong>Rw + Ctr is at least 36 dB<\/strong>.<\/p>\n<h3>What do Rw and Ctr mean?<\/h3>\n<p>Rw expresses the overall performance of the window in reducing sound transmission. Ctr is a spectrum adaptation term particularly relevant to low-frequency noise, such as aircraft, heavy road traffic and trains.<\/p>\n<h2>Is acoustic glass enough?<\/h2>\n<p>Not necessarily. The requirement applies to the complete window, not just the glass. Performance depends on the profile, glazing composition, dimensions, opening style, hardware, seals, roller-shutter boxes and installation quality.<\/p>\n<p>Triple glazing is not always better than double glazing either. Glass composition, asymmetry and acoustic laminated glass may matter more. A generic profile or glazing data sheet may not be sufficient. The technical description must state the label number for each opening.<\/p>\n<h2>Who can supply and install the windows?<\/h2>\n<p>Installers and, wherever possible, manufacturers or suppliers must be legally qualified, hold the relevant licence, contractor certificate or other applicable authorisation, and be registered on the casA+ portal. For windows, registration on the CLASSE+ portal is also required.<\/p>\n<h2>Which costs are not covered?<\/h2>\n<ul>\n<li>Work not directly connected with noise reduction;<\/li>\n<li>excessive or unsuitable expenditure;<\/li>\n<li>work receiving another public grant;<\/li>\n<li>future maintenance;<\/li>\n<li>preparatory designs, permits and authorisations;<\/li>\n<li>site supervision, inspection or management;<\/li>\n<li>temporary rehousing;<\/li>\n<li>general building work outside the approved scope;<\/li>\n<li>work on unauthorised enclosed balconies.<\/li>\n<\/ul>\n<h2>Can I apply if I have already replaced my windows?<\/h2>\n<p>The programme is intended for work that has not yet been carried out. Applicants declare that they have not previously made equivalent investments, and photographs must show the condition before the work.<\/p>\n<div style=\"background:#fff4e5;border-left:5px solid #e39000;padding:20px;margin:25px 0\">\n<p><strong>Do not start work before approval.<\/strong> Submitting a quotation is not the same as receiving authorisation.
