What is Programa Menos Ruído?

Programa Menos Ruído is a public initiative intended to reduce residents’ exposure to noise from Humberto Delgado Airport. It covers specific areas of Lisbon, Loures, Vila Franca de Xira and Almada.

Each municipality regulates its own call for applications, receives and assesses submissions, and manages the grants. This guide refers exclusively to the call run by Vila Franca de Xira Municipal Council.

What was the application deadline?

The application period began on 17 July 2026 and had an original closing date of 30 September 2026, or earlier if funding was exhausted. The Municipality announced that funds were exhausted from 22 September. Applications received from that date are conditional on remaining funding. Any further call depends on an official decision and available or additional funds.

What funding was allocated?

The stated overall allocation was €557,810, funded by the Fundo Ambiental. An eligible application does not automatically guarantee a grant: the decision depends on the applicant and property meeting the requirements, technical suitability, priority and available funds. The Municipality has since reported that the allocation was exhausted.

How much is the grant?

The grant covers 75% of approved eligible expenditure, up to a maximum of €10,000 per beneficiary and self-contained unit or building where the work is integrated. The limit includes VAT.

Approved eligible expenditure Municipal grant (75%) Beneficiary’s contribution
€4,000 €3,000 €1,000
€8,000 €6,000 €2,000
€12,000 €9,000 €3,000
€16,000 €10,000 (maximum limit) At least €6,000

Illustrative examples only. The final amount depends on the expenditure deemed eligible and the Municipality’s decision.

Is the grant paid before or after the work?

The regulations provide for payment after the work has been completed and verified. The beneficiary must be able to arrange and pay for the work, submit supporting evidence and await municipal validation. Invoices, photographs, a completion declaration, technical data sheets and a final inspection may be required.

Who is eligible to apply?

Individuals with a qualifying connection to an eligible permanent home may apply, including owners, co-owners, usufruct holders, holders of rights of use, habitation or surface rights, estate administrators, authorised heirs, tenants, lessees and borrowers under a loan-for-use agreement.

The applicant must demonstrate their legal right to carry out the work. Tenants, lessees or borrowers may need to provide the owner’s authorisation.

Which properties can qualify?

The programme is intended for permanent homes within the eligible areas that do not already have high-performance sound insulation equivalent to the improvements to be funded.

Commercial premises, non-residential units, second homes, properties owned by legal entities, homes already fitted with high-performance acoustic solutions, work receiving other public funding, and unauthorised enclosed balconies or other enclosures are excluded.

Which areas are covered?

Eligibility depends on the exact location shown on the noise maps and street list. Certain areas in the following parishes are covered:

  • Alverca do Ribatejo e Sobralinho;
  • Póvoa de Santa Iria e Forte da Casa;
  • Vialonga;
  • Vila Franca de Xira.

The home must be in an area with Lden of at least 55 dB(A) or Ln of at least 45 dB(A). Being located in one of these parishes is not enough. Check the address on the official Programa Menos Ruído interactive map and the official list.

What work can be funded?

  1. Replacing or upgrading windows and frames;
  2. work on roller-shutter boxes;
  3. improving roof and façade insulation.

Supply and installation may be eligible, along with strictly necessary demolition or repairs, acoustic testing or measurements, and non-recoverable VAT.

What requirements must the windows meet?

Each window must provide:

  • Rw of at least 40 dB;
  • energy rating A or A+;
  • a CLASSE+ label for the individual window.

A or A+ rated windows with Rw below 40 dB may also be accepted if a test report from a notified body demonstrates that Rw + Ctr is at least 36 dB.

What do Rw and Ctr mean?

Rw expresses the overall performance of the window in reducing sound transmission. Ctr is a spectrum adaptation term particularly relevant to low-frequency noise, such as aircraft, heavy road traffic and trains.

Is acoustic glass enough?

Not necessarily. The requirement applies to the complete window, not just the glass. Performance depends on the profile, glazing composition, dimensions, opening style, hardware, seals, roller-shutter boxes and installation quality.

Triple glazing is not always better than double glazing either. Glass composition, asymmetry and acoustic laminated glass may matter more. See the guide to double and triple glazing.

Is a CLASSE+ label necessary?

The regulations require performance to be evidenced by the CLASSE+ label for each window. A generic profile or glazing data sheet may not be sufficient. The technical description must state the label number for each opening.

Who can supply and install the windows?

Installers and, wherever possible, manufacturers or suppliers must be legally qualified, hold the relevant licence, contractor certificate or other applicable authorisation, and be registered on the casA+ portal. For windows, registration on the CLASSE+ portal is also required.

Which costs are not covered?

  • Work not directly connected with noise reduction;
  • excessive or unsuitable expenditure;
  • work receiving another public grant;
  • future maintenance;
  • preparatory designs, permits and authorisations;
  • site supervision, inspection or management;
  • temporary rehousing;
  • general building work outside the approved scope;
  • work on unauthorised enclosed balconies.

Can I apply if I have already replaced my windows?

The programme is intended for work that has not yet been carried out. Applicants declare that they have not previously made equivalent investments, and photographs must show the condition before the work.

Do not start work before approval. Submitting a quotation is not the same as receiving authorisation. Starting early may jeopardise the grant.

Required documents

  1. Municipal application form with the applicant’s details and information on the property’s use.
  2. Declarations on honour.
  3. Consent forms for personal data processing and inspections.
  4. Certificate of tax residence.
  5. Urban property tax record (caderneta predial urbana).
  6. Land registry certificate or access code.
  7. Tax and Social Security clearance certificates.
  8. Colour photographs showing the previous condition.
  9. Specialist quotation.
  10. Technical description and justification (memória descritiva e justificativa).
  11. Proof of IBAN issued less than a year earlier.
  12. Agreement and owner’s authorisation, where applicable.

Properties built before 7 August 1951

If the property is legally exempt from a licence and the property tax record does not show the registration year, a municipal certificate confirming its age may be necessary.

How to organise the photographs

Photograph each opening in context, from inside and from outside where safe, as well as the profile, sealing points, roller-shutter box and any deterioration. Use references such as W01 – bedroom, W02 – living room or PD01 – balcony door, and repeat them in the quotation and technical description.

Accurate measurements of every opening are essential when preparing the quotation and technical description.

How to request a suitable quotation

When contacting a uPVC window company, explain that the quotation is for Vila Franca de Xira’s Programa Menos Ruído.

The quotation should itemise each opening: room, dimensions, quantity, opening style, profile, glazing composition, Rw, Rw + Ctr where applicable, energy rating, CLASSE+ label, shutter box, supply, installation, removal, repairs, price, VAT, lead time, payment terms and validity.

The acoustic rating must refer to the complete window, not just the profile or glass. See also the glazing solutions for window frames.

What should the technical description include?

It should identify the location, applicant, installer, tax identification number (NIF or NIPC), licence, schedule, validity, duration, payment terms, work, frames, glazing, acoustic characteristics and CLASSE+ number for each opening. Consult the municipal template.

How applications were submitted

By email

During the application period, submissions could be sent to lojadomunicipe@cm-vfxira.pt with a clear subject line and organised documents. Applicants should request confirmation of receipt and retain a copy.

In person

Paper applications could be delivered to the municipal services at the Loja do Cidadão or Lojas do Munícipe, requesting a receipt with the date and time. Confirm with the Municipality before making any new submission.

How are applications assessed?

The assessment compares noise intensity, property use and the proposed types of intervention. Permanent homes in areas with greater exposure take priority. Ties are resolved first by the age of the property and then by the earliest submission; if still tied, a draw may be held.

Can the Municipality inspect the home?

Yes. An inspection may take place before the decision to confirm the existing condition and after the work to verify compliance.

What should you do after approval?

  1. Confirm the approved amount and scope of work.
  2. Commission exactly the authorised solution.
  3. Do not change the profile, glazing or specification without authorisation.
  4. Keep photographs, technical data sheets, labels and invoices.
  5. Report completion within the deadline.

The work must be completed, documented and verified by 31 March 2027, unless an official extension is granted.

How do you report completion?

Notify the Municipality within five working days, enclosing invoices, photographs, the installer’s declaration, technical data sheets, labels and other supporting evidence. Work that differs from the approved proposal or is poorly documented may lose its funding.

When is payment made?

After the documents have been checked and any inspection completed, a technical report is sent to the finance department. The regulations provide for payment within five working days after that department receives a favourable technical report.

Mistakes that may lead to exclusion

  • Assuming that an entire parish is covered;
  • starting work before approval;
  • submitting a generic quotation;
  • stating only the glass performance;
  • failing to identify CLASSE+ labels;
  • choosing an installer without the required qualifications;
  • submitting expired certificates;
  • omitting the owner’s authorisation;
  • changing the approved solution;
  • reporting completion late;
  • receiving another grant for the same work.

How can Caixilho PVC help?

Caixilho PVC can help survey and measure openings, assess existing windows, identify weak points, select profiles and glazing aimed at acoustic comfort, and prepare an itemised proposal.

  • Measuring and identifying each opening;
  • assessing shutter boxes and seals;
  • selecting frames and glazing;
  • providing a detailed quotation for each window;
  • supplying the applicable technical data sheets;
  • coordinating documentation with manufacturers;
  • planning the installation;
  • providing technical documentation for the completed work.

The Municipality decides eligibility. Before placing an order, confirm that the company issuing the quotation and carrying out the work holds the required registrations and qualifications.

Frequently asked questions about Programa Menos Ruído

Find answers to common questions about grant amounts, eligibility and window requirements.

Can the Programa Menos Ruído grant reach €10,000?

Yes. The grant covers 75% of approved eligible expenditure, up to a maximum of €10,000 per beneficiary and self-contained unit or building where the work is integrated. The actual amount depends on the expenditure approved by the Municipality and available funding.

Does the beneficiary have to pay part of the cost?

Yes. The beneficiary pays at least 25% of approved eligible expenditure, plus all costs the Municipality considers ineligible. Because payment is made after the work has been completed and verified, the beneficiary must also be able to pay for the work and await reimbursement.

Can an application cover window replacement only?

Yes. Replacing or upgrading windows and frames can be proposed on its own, provided the solution meets the programme’s technical and acoustic requirements. Work on shutter boxes, roofs or façades can also be included where justified. Confirm the current application and funding position with the Municipality.

Can a tenant apply for Programa Menos Ruído?

Yes. A tenant can qualify if they demonstrate the legal basis for occupying the home and carrying out the work. Where applicable, the owner’s authorisation and the other documents required by the Municipality must be provided.

Is triple glazing compulsory to qualify for the grant?

No. The regulations do not prescribe a specific number of panes. What matters is the verified performance of the complete window, including frames, glass, hardware, sealing and installation. The proposed solution must meet the required acoustic ratings and energy class.

Is a Programa Menos Ruído application approved automatically?

No. Vila Franca de Xira Municipality assesses the applicant, home, location, documentation and proposed solutions for eligibility. Funding also depends on the application’s priority and the available budget.

Where can you find official information?

Consult the official Programa Menos Ruído page, the regulations, public notice and municipal templates.
