The storms that hit Portugal left many homeowners facing broken glass, frames distorted by strong winds and serious water ingress that damaged interiors. This difficult situation can also be an opportunity to improve your home’s comfort, resilience and value.
This article was originally published in February 2026. Its approach to replacing storm-damaged windows combines insurance claims, applicable tax relief and energy-efficiency finance, rather than relying solely on older Fundo Ambiental reimbursement programmes. Funding availability and eligibility should be checked when you apply.
The role of buildings and contents insurance
Many Portuguese home insurance policies include storm or other natural-event cover, but these covers are optional and depend on the policy. Check the insured risks, exclusions and excess before making a claim.
-
Act promptly: take detailed photographs of the damage before clearing up, where it is safe to do so. Notify your insurer and keep evidence. Avoid non-essential repairs before assessment, while taking reasonable emergency measures to prevent further damage, such as temporarily covering broken glazing.
-
Maintenance and pre-existing damage: an insurer may consider wear or lack of maintenance when assessing a claim. A factual technical report should distinguish storm damage, such as wind pressure or debris impact, from any earlier deterioration.
See the ASF’s storm insurance guidance for further information.

Using repairs as an opportunity to upgrade
An insurer may offer compensation based on a window equivalent to the damaged one. Replacing an old aluminium window with the same specification may restore the previous condition, but it is worth comparing this with an upgrade.
You may be able to use the settlement towards A+ energy-rated uPVC windows, paying any difference yourself. A suitably specified replacement can address the immediate damage while improving insulation, noise reduction and resistance to air and water leakage. Wind resistance depends on the tested window system, dimensions and installation; choose a specification appropriate to the building’s exposure.

Reduced 6% VAT on renovation work: how it can apply
Reduced VAT can be a significant benefit for eligible home renovation work. In mainland Portugal, certain qualifying building works may attract 6% VAT, subject to the applicable legal conditions.
How much is the difference?
A rate of 6% instead of 23% is a difference of 17 percentage points. On an eligible €1,000 net amount, VAT would be €60 rather than €230, a €170 difference. This is not a 17% reduction in the VAT-inclusive total.
When can 6% VAT apply?
- Urban rehabilitation: qualifying rehabilitation contracts may benefit under the relevant legal provisions. Being located in an Urban Rehabilitation Area (ARU) does not, on its own, establish eligibility; the work and legal framework must qualify.
- Work on residential property: qualifying improvement, renovation, repair and maintenance contracts may fall under item 2.27 of List I to the Portuguese VAT Code.
Under item 2.27, incorporated materials are generally excluded from the reduced rate unless their value is no more than 20% of the total service. Where materials exceed that threshold, the qualifying service and materials should be separately identified on the invoice, with the appropriate rate applied to each.
Confirm the treatment for your contract before work starts. See the Portuguese Tax Authority’s guidance on item 2.27.
Finance for efficient windows in Portugal
-
The original February 2026 article noted that the earlier Fundo Ambiental Programa de Apoio a Edifícios Mais Sustentáveis was closed. Do not assume that an old programme is accepting applications.
-
It also referred to a government announcement dated 12 December 2025 about a new residential energy-efficiency financial instrument, financed through the PRR and managed by Banco Português de Fomento (BPF).
-
The instrument was described as repayable finance, potentially covering efficient windows, thermal insulation and other energy improvements, rather than a non-repayable grant.
-
Access was expected through participating financial institutions, under terms defined by BPF. Check BPF and participating lenders for the current availability, costs, eligible works and application requirements before committing to a project.
Technical documentation to keep in mind
Your insurer or lender may request supporting documents for replacement windows. Caixilho PVC can help provide the relevant technical documentation:
-
CLASSE+ window energy label: useful evidence of a window’s energy performance. It is distinct from the building’s energy certificate and does not automatically establish eligibility for tax relief or an IMI benefit.
-
Warranty documentation: keep this with your purchase records for future warranty queries or claims.
-
Technical specification: explains the selected profile and glazing. For example, laminated glass may be specified where impact resistance and glass retention are relevant.
The exact documents required depend on the policy, finance product and applicable tax rules.
More than a repair: prepare your windows for future storms
The closure of an older reimbursement scheme does not rule out every source of support. Applicable VAT treatment, insurance compensation and suitable finance may each contribute to a project, subject to their own conditions. If your windows have suffered storm damage, consider how the replacement can also improve your family’s safety and comfort.

Useful resources and applications
Use the following official resources to check the requirements for your particular case:
1. Energy certification
Some finance products or property-tax benefits require a valid building energy certificate or evidence of an improvement in its rating.
-
CasA+ portal (ADENE): Visit the CasA+ portal.
Note: a qualified energy assessor can advise on certification and how window replacement may affect the building’s rating.
2. Green finance and credit
Check the managing institution and participating lenders for current products, eligibility and application procedures.
-
Banco Português de Fomento: Visit BPF.
Tip: consult its support and financing information to identify available energy-efficiency programmes and participating banks.
3. Information on reduced VAT
Where applicable, the correct VAT rate is applied through invoicing. Eligibility depends on the work and legal requirements.
-
Portuguese Tax Authority: Visit Portal das Finanças.
What to look for: “Verba 2.27 da Lista I anexa ao CIVA” and other provisions relevant to the particular rehabilitation contract.
4. Insurance claims and complaints
Report a claim through your insurer’s channels. For information about insurance rights or complaint procedures, consult the regulator.
-
ASF — Insurance and Pension Funds Supervisory Authority: Visit ASF.
Use: guidance on policy cover, exclusions and claims. Storm cover is policy-dependent and is not universally compulsory.
Document checklist: what you may need
Before starting, organise a project folder. The insurer, lender or tax treatment may require different documents; confirm the exact list for your case.
